First, I think citation in writing is very important thing to do. By doing citation on your work, we can show the respect for the people who already spent so a lot of time to make their own work. Also, we have to enforce the rule so heavily because if you do not do citation that means you put someone's work showing like you did it. For example, not doing citation is like you steal someone's painting and write your name.
